AI Across Leadership Contexts
Most AI advice is written from one implied vantage point: a reasonably well-resourced organisation with formal management layers, budget for experimentation, and enough specialist support to absorb mistakes. That is not how many leaders actually operate. An SME owner, a cooperative board, a research director, a city administration, and a head of government may all face AI decisions, but they do not face the same mandate, operating constraints, or consequences of failure.
That is now visible in the evidence. OECD work shows persistent gaps between SMEs and larger firms in AI adoption and readiness, with different enablers needed for smaller organisations.[16] UNESCO’s AI ethics recommendation requires public authorities to use impact assessment, transparency, and monitoring in ways that go beyond private-sector efficiency logic.[21] OECD’s public-sector work shows that many government AI initiatives remain stuck in pilots because skills, data access, procurement, legacy IT, and impact measurement are weak.[22], [23] In research settings, publication and integrity standards are already being updated to reflect AI-assisted workflows.[19], [20]
The practical implication is simple: leadership context is not a side note. It changes what “good AI governance” means in practice.
Four Variables That Change the Playbook
Across contexts, the same four variables do most of the work.
1. Mandate
What is the organisation trying to optimise?
- An SME usually optimises for cash flow, resilience, and a small number of operational improvements.
- A cooperative optimises for member value and legitimacy, not only margin.
- A research institution optimises for discovery, integrity, and credibility.
- A large enterprise optimises for scale, control, and repeatability across many teams.
- A public authority optimises for lawful service delivery, rights protection, and trust.
- A national government optimises for state capability, economic competitiveness, resilience, and strategic autonomy.
If leaders misread the mandate, they often choose the wrong use cases. A strong business case in a listed company may still be a weak case for a public agency or a cooperative if the effect on rights, access, or legitimacy is wrong.
2. Institutional Capacity
How much organisational machinery exists to support AI use?
SMEs often lack specialist legal, procurement, security, and model-risk functions. Public-sector organisations may have formal accountability but weak technical capacity or slow procurement. Research institutions may have strong domain knowledge but fragmented compute access and inconsistent disclosure rules. Large enterprises often have the opposite problem: too many parallel initiatives and too little central visibility.
Capacity therefore changes the right governance design. Small organisations need short, usable rules. Large organisations need tiered operating models. Public institutions need stronger review and documentation, but they also need implementation capacity rather than policy language alone.[22], [23]
3. Consequence of Failure
What happens when the system is wrong?
- In an SME, failure may mean cost overrun, customer loss, or data leakage.
- In a research setting, it may mean irreproducible results, improper authorship, or damaged scientific credibility.[19], [20]
- In the public sector, it may mean unfair treatment, procedural harm, exclusion, or legal challenge.[21]
- At the national level, it may mean strategic dependency, infrastructure weakness, or policy that exists on paper but not in capability.[24], [25]
The more serious the failure consequences, the less acceptable it becomes to rely on AI because it appears to work in a demo.
4. Dependency Profile
Whom or what does the organisation become dependent on?
AI decisions increasingly create dependence on vendors, model providers, cloud platforms, compute infrastructure, scarce talent, and data access. OECD’s work on national compute capacity makes this visible at the country level: strategy without infrastructure, skills, and resilience planning leaves a major blind spot.[24] The same pattern exists at smaller scale inside firms and institutions. The question is never only “does this tool work?” It is also “what do we become dependent on if it does?”
What Travels Well Across Contexts
Some leadership questions do travel well:
- what problem is AI actually meant to improve?
- what evidence shows that the system works well enough for this setting?
- who remains accountable when the output is wrong?
- what dependency does this create in data, vendors, cloud, compute, or policy?
- how can the organisation slow, challenge, or stop the system when conditions change?
What does not travel well is the operating answer. The rest of this chapter is about those differences.
SMEs and Owner-Led Businesses
OECD’s 2025 work shows both the opportunity and the constraint. AI adoption in SMEs remains lower than in larger firms, and the enabling conditions are uneven.[16] At the same time, OECD survey evidence found generative AI in use in 31% of SMEs across seven countries in late 2024, with the main reported benefit being better employee performance rather than dramatic revenue growth.[17] In other words, the case for SMEs is real, but it is usually operational before it is strategic theatre.
That changes the leadership task. SME leaders should usually begin from a narrow question: which one or two workflows matter enough to justify real change? Quoting, customer support triage, inventory forecasting, document handling, scheduling, internal search, and sales support are often better starting points than broad “AI transformation” programs.
The central SME mistake is not moving too slowly. It is buying tools faster than the business can supervise them. Because smaller firms often lack in-house model governance, security review, and legal support, they should default to:
- bought or subscribed tools before custom builds
- workflow-level adoption before enterprise-wide standardisation
- explicit rules on what staff may enter into external systems
- named human review for customer-facing, financial, or contractual outputs
- short monthly review of cost, benefit, errors, and workarounds
For SMEs, “lightweight governance” is acceptable only if it is real. A one-page rule set that people follow is worth more than a policy deck that nobody applies.
Cooperatives, Mutuals, and Mission-Led Organisations
AI-specific cooperative guidance is still thinner than enterprise or public-sector guidance. The most defensible way to think about cooperative AI leadership is therefore to reason from the cooperative identity itself. The International Cooperative Alliance treats the cooperative identity, values, and principles as the defining basis of cooperative enterprise and publishes guidance on how those principles should be applied in practice.[18] The implications for AI are therefore an inference from that governance model, not a mature sector-wide AI standard.
That matters because cooperative leaders are not managing only for efficiency. They are managing for member legitimacy. If democratic member control, member participation, autonomy, education, and concern for community are central to the model, then opaque AI deployment in pricing, benefits, access, member communications, or dispute handling creates a governance problem even when the commercial case appears attractive.
For cooperative leaders, the key tests are:
- does the use case improve member value or mostly administrative efficiency?
- can members understand where AI is used in ways that affect them?
- does the deployment strengthen or weaken trust in the organisation’s distinctive model?
- is member data being handled as a governed shared asset rather than merely as optimisation input?
The practical result is a slightly stricter standard for transparency and challenge than many investor-owned firms apply to similar tools. Cooperative AI programmes should usually put more emphasis on communication, reviewability, and member-facing accountability where access, pricing, lending, entitlements, or service quality are affected.
Research, Laboratory, and Academic Leadership
Research leaders face a different problem entirely. Their question is not only whether AI improves performance. It is whether AI can accelerate research without degrading reproducibility, attribution, disclosure, or scientific integrity.
That concern is no longer abstract. The U.S. National Science Foundation states that responsible and ethical conduct of research is critical to excellence and public trust and requires institutions to provide training and oversight across students, postdoctoral researchers, faculty, and senior personnel.[19] Publication rules are shifting too. ICMJE guidance requires authors to disclose AI-assisted technologies when used in manuscript preparation and states that AI tools should not be listed as authors because responsibility remains human.[20]
This means research leaders need a sharper operating model than “let researchers experiment.” They should distinguish between:
- low-risk assistance such as literature search support, drafting internal notes, or coding help in exploratory work
- material research contribution such as analysis, simulation, experimental design support, or publication drafting
- high-consequence use involving restricted data, regulated domains, dual-use exposure, or work likely to shape public policy or clinical decisions
Where AI is material to the research output, leaders should usually expect:
- disclosure rules for when and how AI use must be recorded
- reproducibility records for tools, versions, prompts, datasets, and major review steps
- explicit protection for confidential, clinical, proprietary, or export-controlled data
- review paths for dual-use, security-sensitive, or biosecurity-relevant research
- training that treats AI-assisted research as an integrity issue, not only a productivity tool
Research leaders should also resist one common mistake: assuming that faster literature review, drafting, or coding is the same as stronger science. It is not. In research contexts, credibility is part of the output.
Large Enterprises and Complex Groups
Large enterprises usually have more resources than SMEs, but they also have more hidden AI. Their problem is rarely lack of experimentation. It is portfolio control.
In this setting, NIST-style governance becomes more practical because the organisation can support inventories, tiered controls, review routines, and monitoring at scale.[2], [3] The leadership challenge is to distinguish between different categories of AI use rather than trying to govern everything identically:
- local productivity tools with limited external effect
- workflow systems that influence employees, customers, suppliers, or counterparties
- strategic platforms that become embedded into the operating model
These categories should not carry the same evidence standard. A drafting assistant and an AI-enabled claims triage system are not the same management problem. Large enterprises therefore need:
- a credible AI inventory across business units
- tiered review rather than one uniform gate
- clear ownership between business, technical, legal, risk, and security functions
- stronger vendor discipline and change-management visibility
- escalation paths for incidents, complaints, overrides, and model drift
For enterprise leaders, the central failure mode is fragmentation: too many deployments, too little visibility, and false confidence that someone else owns the risk.
Public-Sector, Municipal, and Agency Leadership
Public-sector leadership is not just enterprise leadership with more regulation. The state uses authority in ways private firms do not. That is why UNESCO’s Recommendation tells member states to introduce impact-assessment frameworks for AI and requires governments, particularly public authorities, to carry out ethical impact assessments with oversight mechanisms such as auditability, traceability, explainability, and monitoring.[21]
The OECD/UNESCO G7 Toolkit for AI in the Public Sector translates this into practical public-sector governance, while OECD’s 2025 report on governing with AI shows why implementation is hard: many government projects remain in pilot mode because skills, data access, impact measurement, procurement, and legacy systems are weak.[22], [23]
That makes the public-sector leadership problem distinctive. Leaders must ask not only whether AI is useful, but also:
- is AI appropriate at all for this public function?
- can affected people understand that AI is involved and challenge important outcomes?
- does procurement give the institution enough leverage over change, audit, and incident response?
- do legacy systems, data fragmentation, or civil-service skills make the use case harder to govern than the demo suggests?
In practice, the most governable public uses often start in support functions such as translation, document routing, internal knowledge assistance, service-demand forecasting, or maintenance support. Systems that affect benefits, justice, enforcement, immigration, education access, or clinical/public-health decisions require a much higher standard of justification, documentation, and review.
The most dangerous public-sector mistake is to treat AI as a modernization shortcut. In government, legitimacy is part of performance.
Ministers, Presidents, and National Leadership
National political leadership sits at a different level again. Here the issue is not whether one institution adopts AI well. It is whether the country is building durable capability across infrastructure, talent, regulation, public-sector implementation, and security.
By March 2026, OECD.AI’s Policy Navigator catalogued AI strategies and policies from more than 80 jurisdictions and organisations.[25] That shows how widespread national AI strategy-making has become. But OECD’s compute-capacity work makes the harder point: strategy documents are not enough. In its 2023 blueprint, OECD argued that no country then had data on, or a targeted plan for, national AI compute capacity, and warned that this policy blind spot could jeopardise domestic economic goals.[24]
That is the right context for heads of government, ministers, and central agencies. National leadership has to integrate at least six agendas:
- state capability: how AI improves public administration, health, education, tax, and infrastructure operations
- economic capability: how the country develops firms, talent, research, and adoption capacity
- infrastructure and compute: what hardware, cloud, energy, and data capacity exist domestically or through trusted access
- security and resilience: how AI changes cyber risk, critical infrastructure, defence, and information integrity
- regulation and rights: how the country sets guardrails without substituting paperwork for capability
- sovereignty and dependency: which foreign dependencies in chips, models, cloud, or platforms are being accepted knowingly
For national leaders, the central error is to confuse announcing a strategy with building one. Strategy without implementation, infrastructure, and procurement capacity is mostly theatre.

Leadership Lens
The point of leadership context is not to produce six unrelated AI playbooks. It is to prevent category errors.
- SMEs need discipline without bureaucracy.
- Cooperatives need efficiency without loss of legitimacy.
- Research institutions need speed without damage to integrity.
- Large enterprises need scale without fragmentation.
- Public institutions need modernization without procedural harm.
- National leaders need ambition without strategic illusion.
AI leadership improves when leaders stop asking only, “What can this technology do?” and start asking, “What are we responsible for in this context?”
Key Questions for Leaders
- Which leadership context are we actually operating in, and what mandate comes with it?
- Which failure matters most in our setting: weak ROI, loss of trust, scientific integrity failure, legal harm, or strategic dependency?
- What level of governance is proportionate to our real capacity and the consequences we carry?
- Which dependencies are we creating that may later be difficult to unwind?
