Designing an AI Roadmap
An AI roadmap is not a promise of broad activity. It is a disciplined way to decide what comes first, what has to be built before expansion, and what should be stopped before it absorbs more time and credibility.[57], [78], [79]
Many organisations call a collection of pilots a roadmap. That is usually the first mistake. A real roadmap connects value, data readiness, sourcing choices, adoption, and governance into one investment sequence.[2], [32], [35], [68], [79]
The most useful way to read this chapter is through six questions:
- Why is a roadmap a sequencing discipline, not a project list?
- What should be prioritized first?
- What must be built before scale is credible?

1. Why Is A Roadmap A Sequencing Discipline, Not A Project List?
The leadership problem is rarely lack of ideas. It is lack of sequence. Without sequence, organisations accumulate scattered pilots, overlapping vendors, duplicated experiments, and weak accountability.[78], [79]
A roadmap matters because AI value does not arrive in one step. Some uses should remain local productivity tools. Some should become managed workflows. A few may justify deeper investment because they affect an important operating outcome. The roadmap is the mechanism that separates those paths instead of treating them as one generic AI programme.[54], [57], [68], [79]
A useful roadmap therefore answers six practical questions:
- where should we focus first?
- which use cases are only local tools, and which could become managed capabilities?
- what enabling work must exist before scale?
- what evidence is required before expansion?
- what should be stopped quickly?
- who owns the sequence, not just the pilot?
The key idea is simple: a roadmap is not there to display momentum. It is there to determine the order in which the organisation proves it is ready to do more.
2. What Should Be Prioritized First?
The first priority should not be the most fashionable use case. It should be the use case where four conditions align:[65], [68], [78]
- the workflow matters
- the value can be measured
- the data and sourcing path are plausible
- the organisation can actually absorb the change
This usually means starting with a small number of use cases that sit in the overlap between operational importance and execution realism. That is a narrower set than most AI enthusiasm initially suggests.[57], [65], [78]
The practical test is whether the use case is important enough to change management behaviour. If it does not change funding, ownership, controls, or workflow design, it is probably not a roadmap priority yet.
For leaders, the first portfolio screen is easiest to read through four categories:

3. What Must Be Built Before Scale Is Credible?
Scale fails when the organisation tries to scale the visible tool before it builds the invisible operating base around it.[57], [65], [66], [80]
Before wider rollout, most organisations need some combination of:
- clear usage rules and escalation paths
- named ownership for each serious use case
- data access, retrieval, or interoperability improvements
- evaluation methods tied to the actual workflow
- security, privacy, logging, and vendor controls
- training for users, managers, and risk owners
- support arrangements for change, exceptions, and failures
The exact mix depends on the use case, but the principle is stable: do not treat enabling work as overhead. It is the work that determines whether local AI activity becomes a governed capability or stalls as an impressive pilot.[2], [32], [34], [35], [57], [80]
This is also why the previous chapters matter. A roadmap cannot be credible if the organisation has not already made decisions about:
- where value is actually real
- whether the sourcing path is sustainable
- whether the data base is usable enough to support the intended scale
4. How Should Leaders Move From Pilot To Wider Use?
The right move is not pilot, then scale. The right move is pilot, learn, requalify, then decide.[35], [78], [80]
That means a pilot should answer a stricter set of questions than does the tool work? A useful pilot should show:
- whether the problem is important enough to justify continued investment
- whether people use the system well enough in real conditions
- whether the economics remain credible beyond the test setting
- whether data, sourcing, and governance weaknesses become visible under live pressure
- whether one accountable owner is willing to own the use case after the pilot ends
For leadership teams, three gates are usually enough:
Gate 1. From Experiment To Managed Pilot
The use case has a defined purpose, a plausible value thesis, a bounded user group, and a named owner.
Gate 2. From Managed Pilot To Operational Use
The use case has evidence of workflow fit, usable data, workable sourcing, human intervention points, and a support model that can survive beyond the pilot team.
Gate 3. From Operational Use To Scaled Capability
The economics still hold, governance remains active, adoption is durable, and the use case is important enough to justify becoming part of the organisation’s longer-term operating model.
The practical change is to stop treating scale as an atmosphere or ambition. Scale should be a decision taken against gates.
At each gate, leaders should insist on one uncomfortable question: what have we learned that should increase caution, not only confidence? If the team cannot answer that, the gate is probably too weak.
5. When Should A Use Case Be Stopped Rather Than Expanded?
Most roadmaps are weaker because they lack exit discipline. If everything stays alive, the roadmap stops being a strategy and becomes an accumulation problem.
Leaders should expect some AI efforts to be stopped for ordinary strategic reasons:
- the workflow was not important enough
- the value was real but too small to justify the operating burden
- the data or sourcing path proved weaker than expected
- users did not adopt the tool in meaningful ways
- a simpler non-AI solution solved the problem well enough
- the control or governance burden became disproportionate to the gain
This should not be treated as failure in the dramatic sense. It is evidence that the roadmap is functioning. A roadmap that never closes weak efforts is usually not making hard enough choices.[57], [68], [69], [78]
The practical rule is straightforward: if a use case cannot show stronger value, stronger evidence, or stronger strategic importance as it matures, it should not automatically receive the next round of investment.
6. What Does A Credible Roadmap Look Like At Leadership Level?
A leadership-grade roadmap is usually shorter and less theatrical than teams expect. It should show:[78], [79]
- the small number of priority use cases
- the enabling capabilities that must be built in sequence
- the decision gates for moving from local use to operational use
- the kill criteria for weak or non-scaling efforts
- the owners for value, delivery, and control
- the review rhythm for updating priorities as evidence changes

- SMEs should keep the roadmap short, focus on one or two workflow candidates, and avoid pretending that local tool adoption is already transformation.[16], [17]
- Large enterprises should use the roadmap to reduce duplication across functions and stop every business unit from inventing its own AI sequence.
- Research institutions should sequence for methodological integrity, provenance, reproducibility, and sensitive-data control, not only operational efficiency.
- Public institutions should build the roadmap around legitimacy, service quality, documentation, and challengeability as much as around productivity.[21], [23], [34]
- Cooperatives and mutuals should test roadmap priorities against member trust, shared benefit, and governance capacity.
Final Perspective
The roadmap question is not how many AI projects do we have? It is what sequence lets us create value without outrunning our ability to govern, support, and absorb change?
After reading this chapter, a leadership team should be more disciplined in four ways:
- choose fewer use cases first

- use gates and kill criteria instead of expanding on enthusiasm
