The Global AI Shift
AI is not only a product trend. It is becoming part of how markets compete, how states invest, and how critical sectors modernise. Leaders therefore need to read AI as a shift in infrastructure, capability, and power, not merely as another software wave.[24], [41]
This chapter matters because many organisations still misread the environment. They see AI as a software-buying question when it is increasingly also a timing question, a dependency question, a legitimacy question, and in some sectors a state-capacity question.[23], [24], [34]
The most useful way to read this chapter is through six questions:
- Why is this shift bigger than a product cycle?
- Why is access expanding faster than organisational readiness?
- Why will advantage depend on diffusion, not just model performance?
- Why is AI becoming an infrastructure and dependency question?

1. Why Is This Shift Bigger Than a Product Cycle?
The global AI shift is often described as if it were one thing. In practice, it is several shifts happening at once:
- AI capability is becoming easier to access through software, cloud services, and general-purpose tools.
- adoption is spreading faster than many organisations can govern it.
- advantage is concentrating around compute, platforms, talent, and data access.
- governments are treating AI as an economic, security, and industrial-policy issue.
- incidents, public scrutiny, and regulation are rising alongside deployment.
For executives, the shift is easiest to read through four lenses:

That combination is what makes this chapter important. Leaders are not just deciding whether to try a new technology. They are entering a changing environment in which timing, dependency, and legitimacy all matter.
One useful way to interpret this is through the literature on diffusion and general-purpose technologies. Broad enabling technologies rarely deliver their full value at the point of invention. They spread unevenly, depend on follow-on investments, and often force changes in workflows and institutions before their larger effects become visible.[54], [55], [56], [57], [58]

The management problem shifts from “should we buy AI?” to “how do we control use that may already be spreading?”
Access can outrun internal readiness, creating shadow use, vendor sprawl, and policy gaps.
Build visibility quickly: who is using what, for which tasks, under which controls, and with which dependencies.
Key idea: the global AI shift is not one curve. Several pressures are moving at once, and leadership mistakes usually come from reading only one of them.
For leadership teams, the core takeaway is straightforward: the external AI environment is moving faster than most internal decision processes. That does not mean every organisation should move recklessly. It means slow understanding is becoming its own risk.[23], [34]
2. Why Is Access Expanding Faster Than Organisational Readiness?
The first part of the shift is diffusion. AI is reaching organisations and individuals much faster than earlier waves of advanced analytics or machine learning. OECD reporting published on January 28, 2026 found that more than one-third of individuals across the OECD used generative AI tools in 2025, while 20.2% of firms reported using AI, up from 14.2% in 2024 and 8.7% in 2023.[36]
The same OECD update shows how uneven this diffusion still is. In 2025, 52.0% of large firms reported using AI, compared with 17.4% of small firms.[36] That unevenness matters because it means the AI landscape is not simply “early” or “late.” Some sectors and institutions are already dealing with saturation, shadow adoption, or vendor sprawl, while others are still building the basics.
That pattern is consistent with classic diffusion logic: adoption does not spread evenly across organisations or sectors just because a technology is available. It moves through uneven channels of experimentation, imitation, incentives, capability, and trust.[54]
For leadership teams, the key implication is that access has become easier than control. Employees can use general-purpose tools before policy, training, procurement, or governance catches up. That makes AI less like a centrally planned rollout and more like a fast-moving organisational exposure.[34], [35]
In practical terms, the leadership problem starts before formal adoption. It starts when use spreads faster than visibility.
3. Why Will Advantage Depend On Diffusion, Not Just Model Performance?
A second shift is strategic. The most visible AI headlines still focus on frontier model releases, but long-term advantage will depend less on who watches demos first and more on who can diffuse AI through real workflows, business models, and public institutions.
This is where the economics literature becomes especially useful. Broad enabling technologies create larger downstream effects only when organisations also invest in process change, skills, products, and institutional adaptation.[55], [56], [57], [58] That is one reason impressive model capability and measurable business impact can emerge on very different timelines.
OECD analysis published on June 30, 2025 estimates that AI could add between 0.4 and 1.3 percentage points to annual aggregate labour-productivity growth in G7 economies with high AI exposure and stronger adoption paths over a ten-year horizon.[37] Those gains are meaningful, but they are not automatic. They depend on adoption, complementary investment, and sector mix.
This is an important leadership correction. AI does not create value because a country or company has access to a powerful model. Value appears when tools are adopted in consequential workflows, supported by data and process redesign, and sustained with enough trust for people to rely on them.[31], [34], [37]
Research on AI and innovation points in the same direction: AI may act not only as a tool for automation, but also as a more general method of invention that reshapes how R&D, discovery, and experimentation are organised.[55], [59]
The relevant competitive question is therefore not only who has access first? It is who can absorb AI into real work without losing control, coherence, or trust?
That is the more demanding executive test. Frontier capability may shape headlines, but diffusion quality shapes outcomes.
4. Why Is AI Becoming An Infrastructure And Dependency Question?
Part of the global AI shift is infrastructural. Access to advanced AI increasingly depends on compute capacity, cloud platforms, data centres, semiconductor supply chains, and the ability to secure scarce technical resources fast enough to matter.[24], [41], [51]
This creates a strategic reality:
- a small number of providers control much of the cloud and hardware stack on which advanced AI depends
- compute scarcity or cost spikes can slow adoption even when business demand is clear
- dependence on external platforms can become a source of pricing, resilience, sovereignty, and geopolitical risk
- deployment choices across cloud, on-premise, edge, and device environments shape latency, privacy, continuity, and control
OECD work on national compute capacity makes the point clearly: AI capability is not only about models, but also about the compute infrastructure that determines who can train, adapt, and deploy them at meaningful scale.[24]
The same logic appears in the foundation-model and AI-economics literature: concentration in compute, data, and platform access can influence who captures value, who dictates terms, and who remains dependent on outside providers.[51], [55], [59]
For leaders, this means vendor choice is no longer just procurement. It can become a question of resilience, bargaining power, data location, security posture, and future strategic flexibility.[24], [34], [41]
This infrastructure logic is now visible in state policy. In the United States, the White House released America’s AI Action Plan on July 23, 2025, organised around innovation, infrastructure, and international diplomacy and security.[41] Whether or not other jurisdictions copy that framing, the signal is clear: AI has moved into the domain of industrial strategy and national capability, not just enterprise software.
The management implication is straightforward: dependence that looks operational today can become strategic tomorrow.
5. Why Is Policy Expanding Without Fully Converging?
The policy environment is also expanding quickly. The OECD.AI Policy Navigator is one useful cross-jurisdiction reference point, now covering more than 80 jurisdictions and organisations.[25] That does not mean the world is converging on one rulebook. It means AI governance is becoming a mainstream policy domain across economies and institutions.[21], [34], [41]
The pattern is mixed:
- some jurisdictions emphasise formal legal obligations and risk classification
- others rely more heavily on sector regulation, procurement, standards, or executive action
- many are combining innovation policy, infrastructure support, security concerns, and trust frameworks rather than treating AI as a single regulatory issue
For leaders, this means the external environment is becoming more active but not necessarily more uniform. The challenge is not only compliance with one law. It is managing across different expectations around data, transparency, safety, competition, labour, and public accountability.[21], [34], [41]
This is especially important for multinational firms, regulated institutions, public agencies, and research organisations. They are less likely to face one decisive AI rule than to face overlapping scrutiny from several directions at once.
The executive mistake is to wait for one definitive rulebook. By the time that arrives, the organisation may already be exposed through procurement, labour, privacy, sector regulation, or public expectations.
6. Why Are Incidents, Uncertainty, And Visibility Now Part Of The Landscape?
As adoption grows, incidents and hazards become more visible. OECD work published on February 10, 2026 shows that media-reported AI incidents and hazards have increased sharply since November 2022, even though the mix of risks changes over time across themes such as synthetic media, privacy, cyberattacks, child safety, and health.[39]
The important point is not that every reported event is equally severe. It is that AI deployment now creates a growing body of public evidence about what goes wrong in practice. That evidence affects regulators, boards, journalists, customers, and workers. It also shapes which sectors come under pressure first.[29], [39]
This is one reason the global AI shift cannot be read only through product releases and investment rounds. Risk visibility is becoming part of the market environment.[29], [39]
In other words, the downside of AI is no longer hidden inside technical teams. Failures now travel outward into media, politics, regulation, employee trust, and customer confidence.
One further complication is that the direction of the technology is still unsettled. OECD scenario work published on February 3, 2026 outlines multiple plausible AI trajectories through 2030, from slower progress to continued rapid acceleration.[38] At the same time, OECD work on agentic AI published on February 13, 2026 highlights that the field is moving beyond simple chat interfaces toward systems with more capacity to plan, use tools, and act over time.[40]
For leaders, this means two disciplines are necessary at once:[34], [38], [40]
- do not assume that current products define the long-term shape of the field
- do not postpone action on the assumption that the landscape is too uncertain to govern
The correct posture is neither hype nor paralysis. It is to build enough capability to benefit from AI while keeping enough control to adjust as the landscape changes.
Leadership Lens
For executives, the important question is not whether AI is globally significant in the abstract. It is how this shift changes investment timing, dependency risk, talent needs, regulatory exposure, and competitive expectations in their own sector.
The practical leadership mistake is to read AI through only one lens:
- only as innovation, and miss the dependency risk
- only as risk, and miss the adoption opportunity
- only as software, and miss the infrastructure and policy shift
- only as enterprise tooling, and miss the broader effects on customers, labour, and public expectations
The more useful executive frame is to treat AI less as a single product category and more as a broad enabling technology whose gains depend on diffusion, complementary investment, and institutional adaptation.[55], [56], [57], [58]
Final Perspective
After reading this chapter, a leadership team should be more disciplined in four ways:
- treat speed of external change as a management variable, not background noise
- distinguish access to AI from the ability to absorb it productively
- examine infrastructure and platform dependency before it hardens into strategic weakness
- expect scrutiny, incidents, and policy overlap to grow alongside adoption
The practical change is not to react to every AI headline. It is to watch where adoption is spreading, where dependency is hardening, and where legitimacy could be lost. The environment around AI is changing faster than many institutions are organised to respond. The leaders who handle this shift best will be those who treat diffusion, dependency, and legitimacy as strategic issues early, not after the external environment forces the point.

- Where is AI changing the basis of competition, service quality, or state capability in our environment?
- Which external dependencies could constrain our AI ambitions?
- Are we reading AI as a software trend when it is really becoming an infrastructure and policy issue?
- Which risks are most likely to become visible first in our sector: privacy, bias, reliability, labour, security, or misinformation?
